The Scroll is for when you have more shelf buttons than can fit on the horizontal ( and you can scroll vertical to access them)
.. you can also increase the height of your shelf if you want to see them at the same time

My scroll is not working nor do i have the up and down arrows and i am getting this error // Warning: The shelf "Poly Modeling" has items that cannot be read.
