Good idea, but shouldn't use the plastic bottle. Once the flame reaches the plastic, it will melt and put toxic fumes in the air. Better to use something metal like the bottom of a can.
Also, how long does it really last? It will go out when the oil is used up...

You don't need the pebbles and water. The plastic lid will smell like plastic after a while, there are better alternatives. Also, rolled up piece of cotton cloth works much better than paper towel or toilet paper

How will it last forever when the oil dries down? How do you handle the harden soot of the wick which prevents it from lighting up?

You can also use qtips as a wick, Zippo makes replacement wicks that works really well with this too.

When the wick burns down to the plastic doesn't it also burn the plastic and damage the area that holds the wick in place?

If this oil lamp is unattended, at it's lighted time, then...
Not very safe, incase if that plastic bottle part holding the paper candle flame 🔥 can very easily catch fire, which then can burn the whole room and even the house. So use the heat resisting material of thin metal type of flame supporter.
