Did the tests they did ever come back with any conclusions as to exactly what it was and it's danger to people or animals if any?

I think oxygenation will solve the problem. Too much nitrogen! Fixated by red algae. Get a DC blower powered by solar panels and oxygenate the pond.

I really do hope the council can fix this and keep the wildlife and environment safe the way it should be, also wish people would not use parks and ponds and such as bins!, it looks like a lovely park lets hope it will stay that way.
