Can you explain why you need to do the step up after each row of the 3 whale weave? You know, why is it necessary to do?

It looks better left handed weaved. I have mine in right handed finally finished, I am starting the solid color soon to finish it. I chose to make it a little taller in the solid color, with 5 rows of 3 rod whale first and am inishong it with 5 rows to see what it looks like.. i hve a question sir, for this pattern is it important the number of the whole spokes (i tried but i couldnt manage it. there were 28 spokes) the colors didnt match
