The fourth colony was meant to also receive a Capital, that being Pietermaritzburg. It was meant to hold the national archives, instead they just moved it to Pretoria. Therefore making Pietermaritzburg useless.

If you guys don’t know South Africa was formed between the Boers and the British settlers which became a British colony. Around the 1600’s, the Dutch colonized the Cape to have a resupply point between them and India for trade. The Cape originally had a crueler name like the Cape of Storms or something similar but they renamed it to the Cape of Good Hope to attract more settlers. The colony housed mostly Dutch colonists as well as some French and Germans. The British annexed the colony in 1815 at the end of the Napoleonic Wars as the Dutch were controlled by the French during the time, making the useful colony ripe for takeover. The British sent their own settlers to the new colony and expanded northward and eastward. The original Dutch settlers who call themselves Boers or “Farmer” in Dutch began to migrate northeast to get away from the British and set up their own communities in the neighboring African territories. There were many Boer Republics but the most famous 3 would be Natal, the South Afrikan Republik (known to the British as Transvaal or the Transvaal Republic, meaning “across the Vaal river” which is where the country was) and the Orange Free State. Natal (the coastal one in the Southeast) was taken over by the British as a sort of puppet state in 1843. Glossing over some facts, basically, the British briefly controlled Transvaal, leading the the First Boer War in 1880-1881 when they fought back and the Boers won in just a couple months. The Boers were famous for conducting slavery, raiding and stealing from neighboring African tribes, idea of white supremacy and impressive Guerrilla Warfare tactics, even the name “Commando” originated from them. "Give me 20 divisions American soldiers and I will breach Europe. Give me 15 consisting of Englishmen, and I will advance to the borders of Berlin. Give me two divisions of those marvellous fighting Boers and I will remove Germany from the face of the earth.” -British Field Marshal Bernard Montgomery during World War 2

Long story short, the Second Boer War took place in 1899-1902 between the British trying to access the Witwatersrand in Transvaal for its resources and Transvaal alongside the Orange Free State. The British took both of their capitals very quickly but the war lasted a lot longer due to Guerilla fighting, some say this was the first Modern war as in going from Victorian era large formations and concentrated troops to modern small engagements occurring across the entire frontline, not to mention the guerilla tactics. The British held Boer citizens in concentration camps where a lot of them died. The Boers eventually surrendered and the British annexed them as colonies. In 1910, to ease relations with the Boers and integrate their land into the Empire, the Union of South Africa was created, a British Dominion with limited autonomy, later integrating Namibia after taking it from Germany in World War One. This is when the 3 capitals were established and the system still is here today, meanwhile, the Boers helped spread White Supremacy across South Africa and helped enforce Apartheid or racial segregation due to the massive political support they gained thanks to Britain trying to befriend them and turning their Boer cities into 2 of the 3 capitals. (Pretoria, former capital of Transvaal and Bloemfontein, former capital of the Orange Free State). Transvaal was originally it’s own state but was eventually broken up, while the OFS is now just called the state of Free State.

Small thing of note only 2, (the cape and natal) where colony's, the other 2 (orange free state and transvaal) where independent nation states made by white South Africans that where conquered and colonised into the larger South Africa after the second freedom war (second Anglo Boer war)

Pretoria is what people think of as our capital first, not really Cape Town.

If the fourth colony is not getting a capital then just make the capital in the middle of the 3 colonies.
