I haven't played this game or anything so this is just a guess, but from what I'm reading on these instructions I think cipher works like this:
Hacker has 4 symbols on the left. Position I, II, III and IV.
Hacker tells controller the symbol in the middle of the wheel, controller puts it in the watcher. Controller sees a roman numeral (let's say II) and asks hacker: What symbol is in position II.
Hacker tells controller that symbol. Controller mouses over the symbol and has finds a number (let's say that symbol is the clock and the number is an 8). Hacker lines up the 8 and the clock. One number is highlighted with blue font. This is the number hacker has to put in to the first slot. The symbol in the center of the wheel changes, and you repeat the process.

Hex, Hax. Also Hexadecimal system is common in computing 0-9 A-F for storing basic bit information.
