This almost checks out, so close!
If we use 120V=5A•24R and we double V, A will also double and R is unchanged. (240V=10A•24R)
But
If we double R, only A will half, V remains the same (120V=2.5A.48R)
Your claim means that if V halves, A would have to quarter (60V=1.25A•48R) which is not how things work unfortunately and the reverse is also untrue as I initially described.
