Well as you can see awakening your fruit required you to be one of your fruit

What i mean is if your fruit is built for destruction and your mind want destruction then you will awaken your fruit let's example Edward NewGate and his fruit gura gura nomi. Gura Gura nomi is supposed to destroy everything but WB want to be happy and only wanted to have family so he didn't get his fruit awakened just like kaido and his fruit
Kaido fruit was meant to protect the weaks one but kaido wanted to rule anything he wants so he didn't awakened his fruit

I think Kaido's fruit is indeed awakened. It's based on the carp to dragon folklore. I think Kaido's awakening is the dragon.
