As a turkish guy let me explain the issue about the hat; In Ottoman culture the more you know, the bigger the hat. The higher your status, the bigger your hat will be. Probably Suleiman never had such a big hat around.because painters are told to draw a big hat.

He doesn't look like Suleiman the Magnificent though... His skin color is way too dark and he is skinnier. There are plenty of portraits out there.
