You don't need to use all three ingredients in order to make a fortify resto pot; you just need the longfin and salt pile, for example. It's a waste to use all three.

Radiant Raiments usually has a circlet of alchemy in stock. Make sure you have at least 2000 gold

Does that effect stay forever? Or do you need to do the glitch every once in a while?

I know its been six years and all but does it the amulet permanently be more powerful.

Every time I try mix these ingredients I never get a potion of fortify restoration. Do you have to be a certain level?

No, you just need the alchemy enchantments :/
