if you are in easyPHP just close all tasks in task manager that are related to apache. it happens because appache server is not closed properly and still running in background, and when u kill it from the task manager it fixes the problem. if you doubt of wich tasks to kill just restart you computer would kill the task and open the server as freach one when you open it
