Yes, you can actually import a PDF file into Photoshop. Then, you'll have a few settings for importing the pdf. Then, Photoshop will create a new layer with the content of the pdf and with a transparent background. Now, you could use this layer in any other Photoshop file by duplicating it. The quality of the pdf in Photoshop is good but you won't be able to edit the pdf's texts.

yeah not useful since its 1 doc per pdf page.
Its almost 2023, PS still cant remember last format saved as and cant open PDF's into Layers. Adobe, ladies and gentleman, a company stuck in 2005.
