Not accurate to say only 2% is arable. Maybe only 2% is suitable for intensive market gardening, but arable crops like wheat, barley, oats etc can be grown on much larger areas. At least 50% is grasslands for cattle and sheep, and thanks to mild temperatures, the grass grows most of the year round (especially the further north you go).
