As an Indian, I can say for sure that pencil sharpeners aren't banned in our classrooms. Actually, mobile phones, smartwatches, long hair for boys, etc. are not allowed/against the disciplined dress code. Hope this helps :)

Also in India sharpeners were not banned and it was compulsory for elementary schools... In India the banned item were chewing gum, phone, alcohol, cigarettes, long hair for boys(in some schools), etc...
