I don't hold much interest in League's competitive scene, but the fact that they have "item bans" at all is just so disrespectful to their players. They should have systems in place to handle that kind of crap before a match even starts to respect their players' effort and dedication. Punishing the players with game pauses, gold losses, and post-match fines are hardly solutions to the underlying problems, instead serving as a means to redirect actual blame.
