They should build a Orbital Satellite Base Around Earth, Moon, Venus and Mercury. Having 6 People living in it. Also a Moon
Base (Called Alpha). Having 18 People live in it. And 8 Small Shuttle Type Spaceships and 2 Large Spaceships (Rockers). With 4 Land Bases on Planet Earth ( Australia, SE Canada, USA and N.Zealand). Having 72 People live in it. So they can plan later to have an Orbital Satellite Base Around Mars, a Moon Base ( On Mars Moon, Demos) and 2 Land Bases on Planet Mars. And after they can have also have, an Orbital Satellite Base Around Jupiter, Saturn, Uranus and Neptune. At Pluto they can have 1 Orbital Satellite Base and a Moon Base. So we can then Explore all the Planets of Our Solar System. At least there Scientific Data ( Not Landing on Some). Then we can build 2 Cruiser Type Large Spaceships. To Patrol Our Solar System. Then 4 more to go out of Our Solar System ( N, S, E, W), up to 18 billion Km. To Explore and also to Patrol that Area of Space. When we discover Light Speed, we can build 2 Heavy - Cruisers, to be able
to travel then First at the nearest
Star (Alpha Centauri). And after 4 more Heavy - Cruisers, to travel
First to 6 Stars and then all the

Why not orbit the moon on a polar path instead of an equatorial path ? You'd have 24/7 communication and would be in a circular orbit at a constant speed
