The GOC is a section of the UN and thus needs to follow the rules the UN enforces like the human rights charter
This mean that the GOC when confronted with an anomaly that is human like iris Thompson (105), the operators would not just kill them.
That also goes for the D Class because of the human rights Violations the SCP foundation commits with them.
The thing people forget about the GOC mission statement is that survival of humanity is above all else, civilians are not acceptable casualties and GOC operators are expected to sacrifice themselves if means protecting the innocent, on the flip side the operators are not expendable and should not allow fellow operators to die without reason no matter what.

The GOC are not monsters that kill all anomalies because they are anomalous, they focus on the bad ones and protecting the innocent

GOC probably has the right idea, if an scp has already proved too dangerous to live then you nuke it out of orbit but if you can safely contain it for studies, then do it. It kinda depends on the risks, maybe I'm just over thinking this.

The GOC. The only part of the UN that is remotely competent. Yet they're still not as big of an issue as the Insurgency.

What I like about the factions in the SCP canon is that all of them are right or at least understandable from a certain viewpoint.
Most them represent possible answers to the question of how to react when one comes face to face with the anomalous, the incomprehensible. A question that by definition simply doesn't have an answer.
