This is what happens when you use a powerful being to chase and scare someone. Vhagar didn't see this as "let's scare the kid." She saw this as "he's the enemy, and we must destroy him." Aemond started a war over pure stupidity.

Even in grief, Rhaenyra had the most rational and understandable response to her son's death. Rather than demand the elimination of the whole royal family, rather than believing that her son's death was arranged by her siblings and former friend, she instead demanded only Aemond. She only wanted Aemond, the one brother of hers that had proven to be a threat. And more than that, she didn't even specify the why. She didn't demand his death, didn't command a raid or execution. She just said "I want Aemond Targaryen", and left it at that. The whole conflict probably could have been avoided if Daemon hadn't sent the assassins. If they'd waited, baited Aemond out, or got him into the brothel, they could have captured him without even having to get close to Vhagar or the royal guard at all...
