10:46 React prints your console.log() statements twice when your App component is wrapped in a StrictMode component in your index.js file.
It re-renders your components an extra time to find bugs caused by impure rerendering (side effects).

It will be logged twice because of new React 18 i.e in strict mode react will render twice to check purity of a component, as the components in react must be pure which means the output that we get should be the same for a specific input.

It runs twice because in development mode react app component is wrapped with strict mode in index.js file, so compiler runs it's twice (it's an default behaviour)
