That glitch you've discovered is called delay scrolling! It's used in the TAS to skip a bit of Bubble and Air Man's stages, as well as the dragon fight in Wily 1. It's somewhat poorly documented, but from what I've discovered, the glitch needs the perfect storm of lag (like you said) and the sound code doing certain things. Don't ask me WHAT certain things, though, because it seems to be completely arbitrary. I just use a lua script that spits out a bunch of numbers at me, and I play around until they line up nice.

That last glitch happened to me on Bubble Man's stage exactly once in almost thirty years of playing the game. I was never able to reproduce it and until seeing your video, I never heard of anyone else doing it, either. Thanks for solving a lifelong mystery for me!
