You get free ingredients when you talk to npcs near camp table, but only works for first time you talk to *that* npc

What determines the meal power level? Some people say the points in that category. However I’ve made some with over 200 points in the power category and over a hundred in the type. Still ended up with level 1. Also made level 2 power with less the 100 points. I can’t find any consistency.
