Actually Osato had the opportunity to kill Bond several times like she said. He was equally to blame. He passed the entire blame to his subordinate, No.11 smoothly and successfully, like how a typical bad boss always does.

*No.11's final words were supposed to be "Osato, how could you do this to me, " but the piranhas stopped her and all she could say was "Osato!
