Commonwealth countries wrap up Rwanda summit

Leaders of Commonwealth countries are wrapping up a meeting in Rwanda.
But the host government has come under scrutiny for its human rights record, and a migrant deal with the United Kingdom has threatened to overshadow the meeting.
