You don’t need to talk to the horse guy. All you need to do is beat chapter 5s secret areas final boss beast and you unlock the armor set.

You talk to the horse Ma Tianba to get Dark Thunder, not to get the armor set, talk about miscommunication, thank God I beat this game multiple times already

Forgot to mention that In order to complete this armor set you need to beat the game 2 times since the material that this armor requires is 6 and you only get 4 per game. NG+ is required.

your information seems wrong.
I made a guide about it:

1. Defeat Pale-Axe Stalwart at Ashen Pass I and exhaust his dialogue.
2. Cart 1 - Brown-Iron Cart: Located up the stairs from where you fought Pale-Axe Stalwart.
3. Cart 2 - Gray-Bronze Cart: Found at Height of Ember Shrine.
4. Return to Pale-Axe Stalwart after defeating Cart 2 to exhaust his dialogue again.
5. Cart 3 - Crimson-Silver Cart: At The Emerald Hall, defeat it and exhaust dialogue once more.
6. Cart 4 - Rusty-Gold Cart: Located near Cooling Slope Shrine. Make sure to complete all previous dialogues for this cart to spawn.
7. Unlock Bishui Cave: Interact with the frozen gate after defeating the last cart to access the secret area.

(Cart 5 with string pull can be totally ignored)

This armor isn’t even worth it you’d have to beat the game at least 3 times to get the full armor set and the weapon that goes with it
