To be fair, I don't think you can hand over a bag of money to quite literally anyone and expect them to truthfully accept who the owner of the money is

Most places also allow you to turn found money in at a police station and get a receipt. If the money isn't claimed within 30, 60, or 90 days (depending on jurisdiction, and it can be more for larger sums), you can claim it yourself.
I worked at a retail store and any money our employees found over $20 was reported to police, then held by the company. If no one claimed it, the employee got it. I got $160 once.
