i need a relay pcb that can read a pulse and latch on till i push the reset button ...basically i need it to do nothing till it sees pulsing and instead of pulsing the relay it latches it till i reset it with a switch

this is misleading. the device is not 'latched' is it self powered, so it is parasitic.
a 'latched' relay is like a ball-point pen. on push and it will change state with no power.
a true latched relay can put in one state and will remain that way, without power, indefinably.
a true latched relay will not consume any power, except for the momentary toggle between states.
