F4 alone is also -10 and has a lot of range, can't be punished from afar.

Victor has like 3 different punishes for i12 and i13 with different uses

Imo the normal combos you're showing are kinda weak (you could get a lot more damage very simply out of d/b4 ch, wr4, d/f34, d/b11f -> perfumer, 221, dash -> ff2, 432 very slightly delay 32) but the wall combos seem good.

Wait just to clarify While standing = While rising? Cus in one of the combos you put WS for a move that Ik as a while rising move.
