In the current story, I don’t think he’s quite admiral level but end of story he’s definitely the fleet admiral.

Boa almost snuck one shot him if not for blackbeard, and he didn’t even detect Kuzans presence when escaping in the beehive. Yet we do something similar in egghead when Kizaru arrives on the island and Luffy senses and recognizes the threat without seeing him.

This is not to downplay Koby’s insane growth and he’s only gonna get stronger. I just don’t think he’s quite there yet. ❤

Eventually fasho, but even with this crazy level of haki potential, he needs to actually square up to people who are at least Yonko Commander level to really grow.

It's all fine and dandy to grow from using the battleship bags, but I promise you the reason Garp and Aokiji got as strong as they are is because they were constantly battling against pirates and marines who were all bare minimum Admiral to Yonko level, in some cases even stronger (Roger, Prime Whitebeard, Rocks, Shiki, Akainu etc.)

Haki needs to get polished through near death experiences against opponents who are either on your level, or who you can barely hang with in a scrap.

I think people forget how much of the marine corps have died over the course of One Piece. Like, they're already hated as much as pirates by a majority of the East Blue at the start (no recruitment). Then you have major events like Enies lobby (buster call everyone there dies) and Impel down where Luffy alone unalives/drowns/strands thousands of marines in his course to get to Marineford, where he releases the world's most dangerous criminals en masse. Then at Marineford where the Majority of high ranking officers where all located at once were destroyed. Barely anyone was left alive after the war of the best, thus Kobys revalation standing against Akainu.

Theres literally no one left to be captains or commanders soooo.... gotta fill in the ranks I guess 🤷🏿‍♂️
