The questions in the Edexcel text book seem to follow the rule that if the data is grouped and you don't know the exact values then DONT add 1 to find median. If you do know all the values (even if they are grouped like shown above) then DO add one. Felt arbitrary to start with but think there is some logic to it as you keep practicing.
