All business will need the 3:
1. Name registration (DTI/SEC)
2. Business Registration (City Hall)
3. BIR Registration (BIR)

You can register as a professional (No need name registration) but still BUSN PERMIT + BIR. Even if your clients are foreigners, even for micro/small businesses.

“DTI Registered” is not considered a legally registered business as it only takes 5 mins to get DTI online.

The frequent problem that frustrates investors in name registration is that they would only know of the BIR requirement when they have to pay P20, 000 + interest + penalty + surcharges accompanied by BIR notices as if the investors are criminals. The investors would rather go to Vietnam, Thailand or Malaysia.
