Agree, but is 2.4 percent of GDP enough of a deterrent?

I've a REALLY, REALLY, REALLY GOOD IDEA.
Start a government owned coffee chain called Taiwan's National Defense Coffee. RUN BY soldiers.
ALL proceeds go straight to Taiwan's National Defense (on top of the 2.4% of GDP). Not a Penny Less. What do you think?
