The QUAD alliance is less about the Indo-Pacific region and more about balancing China… just like the NATO which was less about North Atlantic and more about dealing with security concerns from Soviet Union.

China has been trying to become a regional hegemon in Asia with complete domination over its neighbours like Japan on the east, India on the west, Russia in the north and SE Asia in the south. President Xi Jinping accelerated his expansionist tendencies soon after the outbreak of pandemic in 2020 – upsetting its powerful adversaries all at the same time. There was a sudden rise in military adventurism by China along with Wolf warrior diplomacy with almost all its neighbours.
