But despite drivers already paying car tax and ULEZ, they will also have to pay a toll to use this tunnel. So to stop everyone preferring the Blackwall Tunnel instead, the Blackwall Tunnel will now have a toll introduced as well.

We are heading back to the Medieval system of road tolls, which was what the Car Tax was supposed to do away with.

It's good to finally know what this constructon is. The past couple of summers I've gone over the skyway above that area and been so confused about the construction in that area.
