Dear Dr. Dowling. Thank you for this interesting lecture. I might have general observations, but also some specific comments: 1. I do not think that the Spanish nationalist right was on a process of recentralization in the mid 2000. Rather, it was a process to stop the path towards more devolution. 2. The autonomy statute was not a technocratic piece of legislation. It referred to Catalunya as a nation (hence, it had an emotional load), while it laid out some provisions which were straightforwardly unconstitutional (some specific provisions were clearly unconstitutional, like the creation of a Catalan supreme council of the judiciary).
