"Sorry" does not always mean accepting all responsibility, even for big accidents - despite what insurance companies advise in terms of avoiding admission of liability. It's actually an acknowledgement in a polite and humanising way, at the least. And it also expresses sympathy. It can also be used legitimately to express condolences or sympathy, semi-formally!

This is similar to the way that 'how are you' can somewhat ambiguously be either a greeting that doesn't expect an answer at length or a more serious enquiry into your well-being! The ambiguity is almost deliberate, it's not a strict divide: how are you is an opener, or brief check-in.
