There’s a grease pencil modifier that does this outline effect. If you wanna import this asset into the game of choice, then use the method in the video, if it’s a blender project, use the motifier.

Tbh I only knew how to do it by duplicating, sizing a little bigger and flipping the normals.. this one's better
