The bolts need to be removed from the fender flairs and give you important clues on fender replacement and what you should be looking for when you perform a used car inspection on your next used car purchase. This really isn't a sign of an accident. Panel fasteners can vibrate loose and slotted mounting holes can shift with age. You have to inspect everything thoroughly to find damage repairs. There's always a giveaway somewhere. If minor repairs were done properly there's no reason to run away. Probably best to avoid major rebuilds though especially if branded/salvage title. They can be a can of worms and harder to insure too..
