Do the settings save within the keyboard or is it system dependent?

Does anyone have a clue to fix my issue? With Bluetooth everything works fine but I want to use the keyboard also when booting/ restart my laptop. I wanna use the Mx keys mini with the Bolt receiver but it doesn’t work. I’ve tried multiple options: used different bolt receivers I own, reset the keyboard, switched between the 3 connecting buttons, , .. it’s my business laptop and I have no admin access to install the logi options software.
Btw with my regular Mx keys (for business) and its logi bolt it works perfectly fine. 🤔
