Personally I think he just wanted her to be wrong especially since he pauses before the answer meaning he could have made it up as she gave the true answer. Also I personally can't see the riddler doing that to a baby especially since he sees violence as beneath him. I know in knight he wants to fight but that's because he's tired of losing and clearly snapped after Arkham City.

I interpret that as his doing it either to the woman’s baby or to someone else’s.

Personally, I interpret it as him having done that to a baby in one of his schemes to outsmart Batman. Judging by how she responds, it's possible that she wasn't responsible to him making a dark joke, but making a joke about an actual murder he committed?
