Weed possession becomes legal in Virginia on July 1

Just order the seeds online, i did. I got em from california. Really what's the worst they could hit you with for a few seeds anyways. Then cut clones and trade with friends if you want other strains. Yes the seeds are expensive but that's why you grow one mother and clone it over and over so you never even have to use the 5 seeds you bought. One pack of 5 seeds at $60 will last you years if you clone.
