I will try to explain what was going on.

Kim beom did’nt kill hee-joo’s father, min-soo did in the first scene while taking off the cab as the way he kill(cut) the neck just like he kill the girl and boy outside the hotel.
Hee-joo’s mother killed herself after her husband died cause she knows that her daughter(hee-joo) killed him and she knows that hee-joo is a psychopat killer. Then later on she thinks that minsoo and kim geom are accomplice in killing her dad that’s why she killed minsoo and set up kim geom to blame him on all of the killings. But later on she saw the newspaper that kim geom is not guilty with kilings because of the timeframe of the killings.
And last she set up kim geom for “vengeance” and also to repent for her wrongdoing(killing) cause she feels guilty by becoming one just like the two psycholath killer for wanting justice by her own justice.
