Easy way to do number 15: Set up a proportion. (25/4)=(m/5)

For number 15, I thought they said like reduces gasoline by 5 so it’s 16 (money spend on gas each week) minus 5 which is 11, honestly I don’t understand the question when they say reduced by, can you please explain to me?

i cannot not wrap my head around number 15, it ate up all my time when i took the practice test...I honestly wish I skipped it
