The reason you can use more than 3 numbers is because parentheses are part of the items you can use along with the numbers. So (11+3) + 1 + 15 is one of the solutions.

Combine the 1 and 7 to make 17. Then do 17 + 13 which equals 30.

It is impossible, here’s why.
Every number listed is prime and every prime number except 2 is odd. The answer is an even number, but any combination of 3 odd numbers added to eachother is always going to be odd, so it is impossible.
