It's because the "Skin owned" tab only selects chromas you have the skins for. Since the base chroma doesn't have a skin requirement, it doesn't have a skin owned requirement, so it filtered out.

you can also get the special "green" chromas that you were only able to get from partners before

If you lock in the champion, you could just buy the chroma by selecting it in champ select.

I have all cait and morg base skin chroma since long ago =))

Unfortunately you have to pay rp for the pink chroma on cait. I had it bought with be last year and when the visual update came out it was switched from my inventory with the blue one.
