Is not it the lambda repressor which have more affinity for OR1? Cro protein first binds to OR3 with more affinity and blocks the transcription from cII while lambda repressor binds to OR1 and OR2 (in tetramer form) and blocks transcription from cro gene to promote lysogeny.
