A central component of the State Innovation Models (SIM) Initiative includes the creation of a value-based payment structure in each recipient state. Additionally, value-based insurance design (VBID) was recognized in the ACA; section 2713 of the Public Health Service Act called for the use of VBID in connection with preventive health services. As more private and public payers implement value-based payments and VBID, what do public health officials need to know? How will these changes potentially impact public health? And what opportunities might be available to public health?

The objectives of this technical assistance call are to: 1) Inform state public health, as well as other stakeholders, about value-based payments and VBID; 2) Discuss how value-based payments and VBID are being used with prevention services; 3) Discuss the impact and potential challenges of value-based payments and VBID from a state public health perspective.
