That is a Solid shot type round. The only thing explosive within the shell is the gunpowder. The round is a 25 mm Sabot which is meant for armor penetration

My brother in arms, that round is fired from an AC130, and the gun for it is decently sized, but will not explode from raw contact. Just so you know. (Not a military expert, but love the armed forces)

That's a short little baby tank round called the APDS (armour piercing discarding sabot) works by using no explosive filling in it and just pierces a hole through the enemy tank and hoping upon contact and entry the round will spall killing crew members not explosive besides the explosive powder used to send the round out of the barrel
