Many of the members only games didn't used to be members only. Sometime in 2010-2011 they started paywalling previously free games to push more people to memberships. That was a pretty big contributing factor to its eventual shutdown in 2017.

2:11 Fun Fact: Rocketsnail made Hydro Hopper before he made Club Penguin, he just added penguins and reused it. By technicality, Hydro Hopper is the first Club Penguin minigame.

Thin ice actually does require membership past level 10, the other 9 are members only, but still a good amount of game for free (22:35)
