How to Restore Missing Recycle Bin in Windows 11.

I've tried this numerous times on Windows 11. It still won't work. The icon in the display box says it is full. . . . does that make a difference?

Can you, MDTTechVideos help, or or anybody else, please.
The option/button of the recycle bin 'don't move files to the recycle bin remove files immediately when delete' is not working in my HP Windows 11 laptop.
It is stack, would not let me change it, to allow to move the remove files to the recycle bin, so files are deleted immediately, never go to the bin, so I never can got them back if wanted.
