He only threw money in the first time around for the sake of appearances, and knowing he'd be able to steal all of it back and more by directing his campaign to use facilities that he owns. This time,
his legendarily badly managed finances in much more precarious shape and he's having to grift with both hands just to stop his finances from completely imploding. Also he may have worked out that there is no way he can stop looking like a crook to people who have been paying attention, and nothing he could do to alienate the remaining members of his death cult.
